Top AI companies are publicly backing slower deployment of the most powerful models and tighter oversight, as Washington, Beijing and senior US political figures frame artificial intelligence as both a strategic risk and a defining geopolitical contest.
Dario Amodei urged the industry to “pace” the advance of frontier AI, arguing that capabilities are outstripping understanding and safety work. The proposal does not call for a full pause in training, but for development rhythms that allow alignment, auditing and security practices to catch up. The concern is sharpened by recursive development, in which advanced systems help build the next generation of models.
Amodei proposed placing independent evaluators inside major AI labs with access comparable to employees, including internal training pipelines and safety processes. The idea is to inspect systems before public release rather than only testing finished products after the fact. He also argued that governments should make such oversight mandatory across the sector rather than leaving one company to act alone.
The striking development was the speed of support from rivals. Sam Altman signaled agreement that frontier progress should be paced, and Sundar Pichai called the approach a path forward. Elon Musk also endorsed the thrust of the argument, creating an unusual moment in which several of the biggest US AI players aligned publicly on slowing deployment and expanding oversight.
Coordination among top competitors could trigger antitrust concerns if companies collectively shape release timing or operating rules. Amodei’s camp is effectively seeking legal room from Donald Trump’s administration for safety coordination that would not be treated as collusion. That could deepen existing friction between parts of the US government and leading AI firms over procurement, regulation and national strategy.
While US firms discussed coordinated safeguards, China called for broader global collaboration and pushed an open-source vision for AI. That position collides with the business incentives of US labs and with Washington’s strategic goal of preserving a lead over Beijing. The result is a split between competing governance models: controlled corporate development in the US and a more open international framing from China.
Barack Obama has pushed Democrats to make AI a top issue heading into the 2028 presidential race, arguing that the technology is too consequential to remain mainly in private hands without a stronger public framework. Democratic leaders have echoed that view, presenting AI as a core issue for jobs, ecology, public debate and social organization rather than a niche technology topic.
At the same time, strategic thinking in US policy circles has turned more confrontational. A paper by former Obama national security adviser Jacob Stokes explored scenarios in which advanced AI becomes a direct contest of power between the United States and China, including cyber operations and even kinetic strikes on AI infrastructure in extreme circumstances. The paper is framed as scenario planning, but it underscores how quickly AI is being treated like a national security asset comparable to nuclear-era technologies.
OpenAI has also reportedly delayed plans for an initial public offering despite expectations of a blockbuster listing. The company’s stated logic is not weak demand but timing, with safety and strategic considerations outweighing the immediate financial upside. That hesitation comes as the firm expands rapidly, faces intense scrutiny over model risks and competes directly with Anthropic and Google at the frontier.
Anthropic also released an extensive report on abuse risks, including alleged efforts by foreign actors to use Claude for weapons-related tasks. One detailed case described structured attempts linked to Yemen to use the system for long-range missile software and simulations through segmented workflows designed to evade safeguards. The claims have not yet produced a public legal or diplomatic response, but they add urgency to calls for deeper monitoring of frontier systems.
In Warsaw, around 30 robots were used in a demonstration outside the digital ministry to demand regulation of AI and robotics and to highlight threats to employment. The machines were operated by humans, but the protest captured a broader anxiety spreading beyond security circles: that both physical robots and cognitive AI could displace labor at scale. Polish officials acknowledged the concerns, reflecting a wider European debate over whether current regulation is far too slow for the speed of technological change.
The convergence of industry caution, political mobilization and geopolitical rivalry suggests AI governance has entered a new phase. The central question is no longer whether powerful AI needs rules, but who will write them first and for whose advantage.
